A Volusia County dog day care business owner is facing serious criminal charges after staff members discovered a hidden camera concealed within a bathroom electrical outlet on Saturday, September 5, 2026.
Donald Hemphill, who owns Dog Dayz Inn, was arrested following the discovery and subsequent investigation by the Volusia Sheriff's Office Child Exploitation Unit. According to authorities, Hemphill admitted during questioning that he had installed the recording device approximately four to five months prior to its discovery.
The investigation revealed multiple videos stored on the device showing female victims who were unaware they were being recorded while in states of undress. The Volusia Sheriff's Office confirmed that among those captured on video was a child, elevating the severity of the charges.
Hemphill now faces 21 criminal counts in connection with the hidden camera operation. He has been charged with 10 counts of digital voyeurism and 11 counts of video voyeurism of a child.
