CAPE MAY COURT HOUSE, N.J. — Middle Township officials are scheduled to consider the transfer of the license for a 100-space mobile home park Wednesday evening, months after the property was sold for $4.5 million.

A public hearing on the person-to-person transfer of the Park View Mobile Home Park license is scheduled for 6 p.m. Wednesday at the Middle Township Municipal Building.
The proposed license transfer is to Erika DAndrea and Thomas Kapp, operating under the name Park View MHC LLC, according to a public notice reviewed by South Jersey NewsBeat.
Park View is located at 614 Route 9 South in Cape May Court House. The property encompasses approximately 13.4 acres and is licensed for 100 mobile home spaces, according to the notice.
The hearing comes after a multimillion-dollar sale of the property late last year.
South Jersey NewsBeat reviewed Cape May County property records showing William F. Moore sold the property to Park View MHC LLC for $4.5 million. The deed is dated Dec. 17, 2025, and was recorded with the Cape May County Clerk on Jan. 29, 2026.
The deed identifies the property as Middle Township Block 333, Lot 16 — the same parcel identified in the notice for Wednesday's license-transfer hearing.
A separate county record reviewed by South Jersey NewsBeat shows a mortgage and security agreement involving Park View MHC LLC and Moore for the property.
Proposed operator has experience with mobile home parks
Kapp has previously told another New Jersey municipality that he owns and operates multiple mobile home parks.
During a 2022 public hearing in Plumsted Township concerning the transfer of the license for Colliers Mills Mobile Home Park, Kapp identified himself as the new owner and was questioned by township officials about his experience.
Kapp told officials he was already in the mobile home park business and owned several parks, all of them in New Jersey, according to official meeting minutes.
When asked about his plans for Colliers Mills, Kapp said he intended to operate the community similarly to its previous owner and wanted residents to remain happy with the park. Township officials subsequently approved that license transfer.
Kapp also has an established connection to Cape May County.

Park View has long history at Route 9 site
Middle Township records show Park View was operating at the Route 9 property well before last year's sale.
In August 2022, the Township Committee approved the release of a $114,149.40 performance guarantee that had been posted by William and Sharon Moore for an expansion of Park View Mobile Home Park. That resolution also identified the property as 614 Route 9 South.
Real estate listings have described Park View as an adult or 55-and-older manufactured housing community. Individual homes within the community have been bought and sold separately, with residents paying land rent for their sites.
There is no indication in the public hearing notice that the new owners are seeking approval to redevelop the property or add additional mobile home spaces.
Instead, Wednesday's proceeding concerns the transfer of the existing mobile home park license to DAndrea and Kapp under Park View MHC LLC.
The hearing could provide additional information about the new operators' plans for the 100-space community, including whether there will be changes to operations, improvements, fees or rents.
The hearing is scheduled for 6 p.m. Wednesday at the Middle Township Municipal Building, 33 Mechanic St., Cape May Court House.
