The nation's second-largest school district has embarked on a sweeping transformation of classroom instruction, implementing strict screen time limitations that will fundamentally alter how teachers deliver lessons to more than 400,000 students.
The Los Angeles Unified School District began enforcing the new policy this week, marking a dramatic shift for a district that positioned itself as a technology leader in education just a few years ago. The phased implementation starts with a complete ban on screens for first grade and younger students, with additional grade levels following in the coming months.
For educators like Armaghan Khan, a science teacher at Johnnie L. Cochran Middle School, the transition represents a fundamental challenge to established teaching methods. Khan estimates that approximately 75 percent of his instructional activities previously relied on screen-based technology.
"This is going to be a big impact for me," Khan told NPR. "I would say about 75% of our work was on some kind of screen-based activity."
The science educator has relied on digital tools to provide students with experiences otherwise unavailable due to budget constraints. Computer simulations allow his students to conduct large-scale experiments, such as car crash modeling to demonstrate Newtonian forces, that would be impossible in a traditional laboratory setting.
"My hands are kind of tied in terms of just what I can offer," Khan told NPR. "We have a lab space, but we do not have a lab budget."
The school board approved the resolution during the spring, establishing a staggered timeline for implementation. Elementary school classes beyond first grade will face restrictions beginning in November, while middle and high school students will see limits introduced later in the academic year.
While numerous districts and an increasing number of states have adopted similar policies this year, the rapid deployment across Los Angeles Unified stands out for its scale and speed. Teachers report receiving limited guidance on how to restructure their instruction.
"I don't feel like I'm being set up for success," Khan told NPR, expressing surprise at both the policy itself and the lack of implementation support.
Pia Sadaqatmal, the district's new chief academic officer responsible for overseeing the screen time restrictions, acknowledged the challenges inherent in such a large-scale transition. She characterized the current academic year as a learning period rather than expecting immediate perfection.
"There is no perfect solution on how to roll out to a school district the size of ours," Sadaqatmal told NPR. "We have one of the first school districts in the nation to adopt a policy at this scale. We know that we are going to be learning along the way at each phase."
The district has installed monitoring software on student tablets and computers to track weekly screen time usage. Rather than automatically disabling devices when limits are reached, the system collects data for district analysis at the conclusion of the academic year. Officials plan to use this information to refine the policy and assess which approaches proved effective.
Certain digital resources remain exempt from the restrictions, including virtual textbooks, though educators continue working to determine how other materials and activities fit within the new framework.
Kirti Baranwal, a teacher librarian at William Jefferson Clinton Middle School entering her 28th year with the district, expressed cautious support for the concept while acknowledging numerous unresolved questions about implementation.
"I have more questions than I do sort of immediate … concerns around it," Baranwal told NPR. "I think generally screen time limits are good."
The new restrictions follow last year's cell phone ban, a policy increasingly common across the country. Following that prohibition, Baranwal conducted a lesson on screen addiction and asked students to self-report their daily screen time. Many students reported eight or ten hours per day, even with the ban in effect.
"And I was like, when are you sleeping?" Baranwal told NPR.
Research indicates that students lacking access to organized sports teams or arts programs frequently fill their out-of-school hours with phone usage. Both Baranwal and Khan emphasized that simply removing screens without providing alternative educational resources creates gaps in instruction.
The fundamental question, according to Baranwal, extends beyond what to eliminate. "What is it that we want kids doing?" she told NPR.
As the academic year begins, district officials and educators are working to answer that question while navigating one of the most significant instructional policy changes in recent memory.
